Open a new email and hit the “TO” button. Select all the addresses in the Global Address List. Delete the email. Auto Fill will now auto fill City email addresses.
Make sure that you are on the latest IOS. If you use an Android, make sure that all pending updates have been applied.
It might be your Clutter or Junk email. Check your Clutter and Junk email in Outlook daily. If you find legitimate email in your Clutter or Junk email, just move it to your inbox. Outlook will learn your actions and follow accordingly.
